    NIN always put personnel-training on a very important position, and strives to make the Institute become the cradle of rare metal materials researching, products developing and personnel training, for which we have actively made exploration and made unremitting efforts. As a return, NIN gained a lot.
    NIN makes the most out of their own superiorities of college teaching and institute researching, and created a successful record of complementary cooperation with universities on the training of high-level personnel.
    Early in the 1980s, joint-training for personnel started between NIN and different universities, such as Northeastern University (NEU), Xi'an Jiaotong University (XJTU) and Shaanxi Normal University (SNNU) and so on. The cooperation between institute and universities provides chances for workers and technicians to have on-the-job training, for selected technology backbones to get further education or professional training as well. Even some outstanding technicians are welcomed to be guest professors in those universities
    Afterwards, the cooperation extended to a wider range. University of Science and Technology of China (USTC), the Fourth Military Medical University in Xi'an (FMMU), Central South University (CSU), Northwest University (NWU), Xi'an University of Architecture and Technology (XAUAT), Shaanxi University of Science and Technology (SUST), and even colleges and universities in Russia, France, Germany together with NIN successively made this kind of joint-training of master's and Ph.D. graduates, high-qualified technicians and excellent chiefs.
    In the extensive cooperation with NEU in R&D and in personnel training, we both were approved to establish the Northwest Branch of the Graduate School of NEU, which is the only external branch of the Graduate School of NEU and which is only for scientific research and development. In 1992, NIN scholarships were set up in NEU.
    Every year, NIN, intentionally and deliberately, sends key technicians to have further education. In addition, the Institute assigns new college graduates to study courses of Master degree and to attend on-the-job doctoral classes. Through organizing MBA classes and M. Eng. Classes, we receive a large number of well-qualified technicians and scientific researchers and administrators; meanwhile, a large number of graduate students are charmed to work in NIN. They are playing important roles on the key positions in the Institute.
